Janesville Men Charged With Child Neglect After Child Found Wandering

Two Janesville men are charged with child neglect after the young daughter of one of the men was found wandering at a Dollar General.  Prosecutors say Janesville police were called out June 1st to the Dollar General located at 2019 Center Avenue in Janesville, where they located the four-year-old girl.  The child led an officer to her home in the 12-hundred block of Kellogg Avenue.  Her father, Lucio Manchame-Ramos, was at the property.  An officer spoke with a neighbor, who said she had witnessed the girl sleeping on the floor outside her apartment.  She said the child told her that neither her father or uncle, Marvin Manchame-Ramos, would feed her and that her mom still lives in Honduras.  She was also concerned about the amount of times the child was left alone, how much her father and uncle drank, and that they may have touched her inappropriately.  When the officer spoke with the girl’s father and uncle, both appeared to be intoxicated.
They said they took turns taking care of the child.  Lucio and Marvin were both arrested.  Their bonds were set at four-thousand-dollars.
