The Janesville City Council passes their 2020 city and library budgets without much consternation.
City Finance Director Max Gagin advised the council on one last-minute change to budget for new police patrol vehicles through debt service rather than paying up front.
Gagin said the change will give the city more financial flexibility next year rather than using a one time revenue source to pay for a recurring expense.
Overall, he said the tax rate for a property in the Janesville School District will be decreasing 15.14 percent, but residents might still pay more in taxes overall due to the increased assessed value of residential properties in the city.
The council also approved many minor fee changes across the various city departments, including license fees, rural fire/EMS fees, rental rates for park pavilions and fees for kids camps.
The Hedburg Public Library budget did not include any fee increases.
