DCI completes investigation into fatal officer-involved shooting in Beloit

The State Division of Criminal Investigation completes it’s investigation of the fatal police-involved shooting in Beloit last month.
The decision on whether or not to charge Officer John McMahon, Sergeant Ryan Flanagan, and Detective Nathan Adams falls on the hands of Rock District Attorney David O’leary who confirmed he has received documents related to the fatal shooting of 23-year-old Montay S. Penning of Janesville.
All three officers are currently on administrative duty pending the result of the investigation.
Penning was shot and killed December 10th in the 1800 block of Harrison Avenue following a report of shots fired and a stolen vehicle. He was shot by police after officers say they observed him to be armed following a foot chase.
