Arrests made in likely puppy mill case

A pair of Janesville residents are facing charges after the Rock County Sheriff’s Office reports more than a dozen puppies were rescued from their residence.  37-year-old Chad T. Mukina and 21-year-old Felicia R. Tousey were booked Thursday morning on charges of Felony Mistreating Animals, Failure to Provide Adequate Water, and Operating as a Dog Dealer without a License.  Deputies say they found the puppies two weeks ago when they executed a search warrant at a home in the 4800 block of West Highway 14.  The search warrant affidavit says about a dozen other dogs died, apparently from a lack of care.  The surviving pups were turned over to the care of the Humane Society of Southern Wisconsin.
